"CE rated" gets printed on almost every piece of protective gear now, but the label alone doesn't tell you much — the level behind it does. This guide breaks down what CE Level 1 and Level 2 actually mean, where each one makes sense, and why the highest-rated armor isn't automatically the right choice for every rider.
What "CE Rated" Means
CE marking indicates that protective gear has been independently tested against a recognized European safety standard rather than just the manufacturer's own claims. For motorcycle and dirtbike limb armor (elbow, shoulder, knee, hip), the relevant standard is EN 1621-1. For back protectors, it's the separate EN 1621-2 standard. Both are tested by dropping a weighted impactor onto the armor and measuring how much force gets transmitted through to whatever's underneath — in this case, you.

Both levels pass independent impact testing — Level 2 simply absorbs more energy under the same test conditions. Neither level is "unsafe"; they're built for different impact scenarios.
Soft Armor vs Hard Armor
Both CE levels can be built from either soft, flexible foam-based armor or rigid, hard-shell plastic. Soft armor is more comfortable for long days and moves with your body, while hard-shell armor tends to spread impact force over a wider area and can hold up better against sharp, direct strikes like a rock or a peg. Neither construction style is automatically safer — the CE level tells you the tested performance regardless of which material approach a brand uses.
Matching Level to Your Riding
If most of your riding is casual trail work at moderate speeds, Level 1 armor is a legitimate, comfortable choice — many riders overbuy protection they'll resent wearing on hot days and end up leaving at home, which offers zero protection at all. If you're riding fast enduro sections, racing, or spending serious time in technical hard enduro terrain where high-energy impacts are more likely, Level 2 is worth the extra bulk, especially for the back, chest, and knees.
It's common — and reasonable — to mix levels across your body. Many riders run Level 2 on the back and knees, where high-force impacts are more likely and consequences are more serious, while staying with Level 1 on elbows and shoulders for mobility and breathability.
Fit Matters as Much as the Rating
Armor that shifts out of position during a ride isn't protecting the area it was rated for. Check that guards stay centered over the joint through a full range of motion, not just standing still, and that straps or integrated jersey systems hold everything in place under sweat and movement. A Level 1 pad that stays put beats a Level 2 pad that slides off your elbow on the first hard hit.
